First time sock-er question

I am making the Aran Braid Socks for Teri I found on the free patterns page on this site. I kinda understand the first part. Then come the heel instructions. I am sooo lost reading them.

says:
Divide for heel (32 heel sts, centered around marker)

Does that mean I put 16 sts on either side of the marker?

The rest of the heel instructions seem weird but maybe once I get past this part, the rest will be obvious. :??
