"Fasten Off" Your stitch?

I’m making a sweater from a pattern I got on Knitty.com and after shaping the front of one of the raglan sleeves…it says to “fasten off” the last stitch…then you rejoin the yarn (earlier on you knit x stitches then “turn” leaving the others to wait) … any thoughts on what I should to do “fasten off” ?

Cut the yarn and either pull out the loop of the last stitch, or draw then end through it.

If I cut the yarn…do I just use the tail to join with the remaining stitches? It brings it around to form the armhole… and why wouldn’t they just “bind off all stitches” instead of having you bind off to one stitch then fasten off? Craziness.

The problem I’m having is in the second section of the pattern “Begin Neck Shaping” … the very last instruction before you move on to the back where you rejoin your yarn.

Oh! That’s on the Right Front, so you will cut the yarn, then work the back with the end. Or you can leave the yarn and start the back with a new end.
