This is the first time I’ve ever been stumped on a pattern that is a simple purl and knit sequence.

It is the elongated chevron pattern - and it is made as follows:

Multiple of 18 + 1
Row 1: Purl 1, *(knit 2, purl 2) twice, knit 1, (purl 2, knit 2) twice), purl 1. Repeat from * across.
Row 2: Knit 1, *(purl 2, knit 2) twice, purl 1, (knit 2, purl 2) twice, knit 1. Repeat from * across.
Row 3: Repeat row 1.
Row 4: Repeat row 2.
Row 5: (Purl 2, knit 2) twice, *purl 3, knit 2, purl 2, knit 2. Repeat from * to last two stitches, purl 2.
Row 6: (Knit 2, purl 2) twice, *knit 3, purl 2, knit 2, purl 2. Repeat from * to last two stitches, knit 2.
Row 7: Repeat row 5.
Row 8: Repeat row 6.
Row 9: Repeat row 2.
Row 10: Repeat row 1.
Row 11: Rep Row 2.
Row 12: Rep Row 1.
Row 13: Rep Row 6.
Row 14: Rep Row 5.
Row 15: Rep Row 6.
Row 16: Rep Row 5.
I look at Row 1, which says -
Row 1: Purl 1, *(knit 2, purl 2) twice, knit 1, (purl 2, knit 2) twice), purl 1. Repeat from * across.
and then Row 5 -
Row 5: (Purl 2, knit 2) twice, *purl 3, knit 2, purl 2, knit 2. Repeat from * to last two stitches, purl 2.
and since this is worked over a multiple of 18 + 1, why is it that Row 1, when worked, adds up to a total of 37 stitches (which makes sense) but Row 5, when worked, adds up to only 28 stitches??? I don’t get it.
If its multiple of 18 + 1, casting on 37 stitches would be correct, but when I hit row 5, I’ll be left with 9 stitches. What am I missing here?
I’m looking to make a scarf for a relative, simple enough…but I can’t figure out this pattern:(
