I’m not sure if I understand this sentence below :

dec 1st at each end of 11th and every foll 8th row

Decrease each end of row 11 - then work 7 rows without shaping, decrease each end of the 8th row. Repeat these 8 rows until you have the amount of stitches you need for the next part of the pattern.
