Crochet edge of hood - border in seed stitch

My pattern says “
**Crochet edge around the front of the hood: with the crochet hook M-13/9 mm make a slip stitch in the first stitch at the bottom center of the
hood, chain 1 (counts as your first single crochet), work a single crochet in every other stitch all around the front of the hood, slip stitch into the first single crochet, chain 1 (counts as first single crochet) work a single crochet in each single crochet all around the hood, slip stitch into the first single crochet. Break yarn and weave in all the ends. Fold the seed stitch front back and tack at the very top with tapestry needle and a piece of yarn. This will keep it secure. Place the 2 buttons at the bottom of the hood to secure the small front edge down.”

Does this mean I have to crochet every stitch in the edge or every two?

It tells you to work a single crochet in every other stitch all around the hood, then it tells you to slip stitch in the first single crochet and work a single crochet in each single crochet (row 2)

But is it ‘every other’ 1st, 3rd, 5th… or 1st, 2nd, 3rd…?

Yes every other st so if you single crochet in the first st then you are going to skip the next st and single crochet in the following st. So yes you could say st # 1, 3, 5. Etc
