Confusion with raglan pattern...

Hi, this is what my pattern says:

Raglan Shaping
Next Row (RS): Bind off 5 sts at beg of next 2 rows - 40 (45, 50,
56, 60, 65) sts.
Dec 1 st each edge every row 0 (0, 4, 6, 10, 12) times, every
other row 12 (14, 13, 13, 11, 11) times - 16 (17, 16, 18, 18, 19)
sts. Work even until raglans measure 9 (9 1/2, 10, 10 1/2, 11, 11
1/2) in. [23 (24, 25.5, 26.5, 28, 29) cm]. Bind off.

I bound off the 5 stitches required and then is when the trouble comes up. My size calls for 0 decreases every row and 12 every other row 1 decrease.

If I’m right, I should decrease (RS facing) 1 at the beg and the end of this RS row (lets say row 1) and then, row 2, purl as I’d normally do, then on row 3, dec another one at the beg and the end of this 3rd row, purl row 4 and so on ultil I have completed 24 rows (which are the 12 “every other row” called for).

Am I right?

It also says “Dec 1 each edge every row 0 times”. I should ignore this as it calls for decreasing 0 times, right?

Yup, you’ve got it. Zero for your size means skip that direction and go on to the next.
You might want to make the decreases one or two sts in from the edges to make it easier to seam.
