If it’s written exactly like this with no parentheses or brackets
K2, k2 tog, k5, k2 tog 19 times
then it means
K2, k2 tog, k5, (k2 tog 19 times)
Only the k2tog is repeated 19 times.
The stitch count should confirm this. Check for any parentheses just in case as that would change the reading. A K2, k2 tog, (k5, k2 tog) 19 times is also a posibility depending on the way it’s written.

Those parentheses are important. The instruction “19 times” refers to the stitches in parentheses. So K1, k2tog then repeat (k5, k2tog) again and again for 19 times.
