Hello!
I’m working on the back panel of a sweater/shaping the back neck. The pattern tells me to
knit 19 stitches, turn.
work one wrong side row
cast off
on the remaining stitches place 17 on a stitch holder
knit across the remaining 19.
After casting off for the first 19 stitches do I leave the last stitch on the needle to work the next 19? How do I have working yarn if I cast off?

Cast off the first shoulder and then cut the yarn strand leaving about a 6" tail to weave in later. You can fasten off the last stitch like this.
The center 17sts go on a holder. Attach a new end of yarn to the 19sts of the other shoulder. Just hold the new end along with the left hand needle while you knit the first couple of sts. Then let it go and continue knitting. Those first couple of sts may be loose but you can snug them up later by pulling the yarn tail.
