Have I read it wrong? Work 22 rows then start Dec for armholes I’m knitting left side of the cardigan. If I decrease it would be on the same side as the neckvand

This is the left front as you would wear the sweater. Have you already knit the right front?
The chart should end with a WS row. Cast off 3sts (for the smallest size) at the beginning of the following RS row. That’s the armhole edge with the cast off at the underarm. Work one row which brings you back to the armhole edge for the next row and all the following decrease rows (every other row) which shape the armhole.

Which size are you making?

Hi it’s the second size I’m making I’m confused as earlier in the pattern it says k6 and put on a piece of thread knit to the end which I’ve done so if I cast off at the beginning of that row it would be on same side as the neckband. Btw I’m not using the motif I’m just omitting it.

Yes, this looks like the right front. It’s possible that the chart ends with a RS row? No matter if you’re not using the chart.
The next row would then be a WS row and would indeed begin with the cast off of 3sts. At any rate, that is what you should do for the right front, cast off 3sts at the beginning of a WS row and work the decreases at the beginning of the WS rows.

It will help to read further in the pattern and make sure there’s nothing going on at the underarm seam that might involve the held sts.
