ok… The first part of the pattern makes sense to me… I followed it completely and ended with the right amount of stitches. I’ll tell you what I did and where I’m stuck.

it’s talking about the stitches you already have on your needles - just changing to a different task (shape toe). often when the task changes the directions revert to row 1, referring to that particular section, in this case, shape toe.
You knit from the stitches on your needle. Not all of them–just the ones they say to knit. So when you knit that first set of directions, you’re working your way over to the center stitches that you’ll work back and forth, ignoring the other ones for now.
