Blocking a sweater to make it smaller?

In someone’s expert opinion…would they steam block an angora merino blend if they wanted to try and make a sweater smaller? Or is this a definite NO NO!
I just finished a sweater and the sleeves are too long and wide. Instead of making the sweater the correct size and blocking it to make it bigger, I just made the sweater one size bigger. eeek!
Everything fits just right except for the sleeves…
What would you recommend?

probably just reknitting the sleeves.

Reknit the sleeves. To my knowledge I don’t think you can block an item to make it smaller.
