Bind off instruction help, please

I am making a felted bag and am on the flap closure. The instruction says:

Choose 2 colors for the flap and knit it in vertical stripes in stocking stitch (128 stitches).
Knit in stocking stitch 26 rows, then begin to cast off on each side at the beginning of each row.

1x1 stitch, 3x2 stitches, 1x3 st, 2x20 st, 1x4 st, 4x2 st, 1x1 st.
Pull the yarn through and cut it off.

Can anyone explain the bind off instructions to me?

What pattern are you using? A link to it would be great. Sometimes just seeing what it’s supposed to look like helps a lot.

Bind off one stitch at the beginning of the row, work to the end of the row, turn, bind off one stitch at the beginning of the next row and work to the end of the row, then turn (2sts bound off)…
Bind off 2sts at the beginning of the row, work to the end, turn, bind off 2sts at the beg of the row, work to the end and turn. Repeat this bind off of 2sts at the beg of 2 rows twice more (a total of 3 times, 12sts bound off)

You’re going to repeat this pattern for all the bind offs
Bind off 3sts at the beg of 2 rows once (6sts bound off).
Bind off 20 sts at the beginning of 2 rows twice (80sts bound off).
Bind off 4sts at the beg of 2 rows (8sts bound off).
Bind off 2sts at the beg of 2 rows 4 times (16sts bound off).
Bind off 1stitch at the beg of 2 rows once (2sts bound off).

This’ll total 126sts bound off.
