What does “turn, P back over 11 sts.” mean?
You’re only working the middle 11 sts.
Work 22 (now on left ndl). TURN (so you’re working on only the first 11 of the left ndl again…keep turning until you have the 14 rows), and continue working those 11 sts as stated in patt (you still have 22 on left ndl, 11 on right):
Continue in Stocking Sticth for the next 14 rows on center 11 sts. Break off yarn
So the outside 11 sts (one set on the left, along with the middle 11 and one on the right) have no add’l rows. Only the middle section was worked for 14 rows. Sort of like this:

Once you have this config, you’ll then do the add’l PU sts per the seq posted in the patt.
ETA: when picking up sts, the right-most 11 will be on your right ndl. Join yarn where RED V shows on lower right (above), pick up 7 along right edge of instep, work the 11 sts of instep, and then pick up 7 add’l beginning where second RED V is (upper left…in essence you’re working up, over and down), finish with final 11 on left ndl.
