If I am understanding this correctly: I am supposed to work rows 1 through 11 with Row 11 being row 2 of the cable pattern?
Keeping the 2 border sts at each end I start with Row 3 of the cable pattern repeating the 12 rows of the cable pattern for the next 43 rows? (as follows)
Work 11 rows.
ROW 23 is starting with Row 2 correct? Row 24 which would be row 3 of Cable Pattern?
This sets the decrease:
It states to work 31 rows dec 1 stitch as before at end of foll 6th row, ending with row 9 and RS facing for the next row. 112 sts.
SO do I decrease on rows 9, 3, and 9
OR rows 8, 2 and 8?
That took some counting, I even used my fingers!

These are the every 6th row and also fall on the RS row of the cable as set in the row 23 dec set up row.
Then work row 9 of cable as it as you to end at row 9 and with RS facing for the next row (RS facing is row 10 and that will be the rows 55-58 using A section.
Now, I can’t guarantee this is correct as I’ve never done it but that’s how I read it and it seems to make sense with the cable rows, the dec instruction and the pattern rows.
So first decrease is on Row 2 (row 23 of the total rows worked) which equals 117 sts. I’m to decrease one stitch until there are 112 sts left. I laid it out on word doc to see the rows worked, which rows of the 12 rows of the cable pattern sts these would be and counting every foll 6th row. Because the pattern says to end on row 9 of cable st pattern which is row 54 of pattern and would come out to 112 sts wouldn’t I decrease as follows? 9,3,9,3,9?
The next part says to start with Row 55 - 58 and Knit.
With a decrease on row 2 the following 6th row is row 8

4 the second row following the decrease
5 3rd
6 4th
7 5th
8 this is the 6th row following the decrease. Dec here

I understand the confusion because it says ending with row 9 but that is in reference to the where to end the 31 rows, not a reference to where the dec every foll 6th ends.
You worked row 23, then 31 rows = 54 rows worked
Next instruction is row 55, this works.
Dec on row 23 (117 sts)
Then on rows 29, 35, 41, 47, 53 (112 sts)
Then work row 9 of cable, which is a wrong side row and is the final row of the required 31.
It also makes more sense for the decreases to repeat on row 2 rather than move the row 3.
Thanks. It’s that last part that says ending with row 9 that made me think twice about this!
I’ll try it this way before cutting any ends off and going to the next section!
This is what it’s supposed to look like when finished. Each section tells you to cut the ends before going to the next section.
Where it’s stating When working P1 on a RS row take the yarn back to the WS of work.
I’m confused as to how to work this part!

This picture gives you an idea of what the stitches should look like.
After working a RS purl stitch take the yarn to the WS either to work the next knit stitch or to change color. It seems unnecessary to note this but perhaps the designer has had questions on this.
I too would interpret the instructing as @salmonmac as if written as follows:
“[After] working P1 on a RS row, take the yarn back to the WS of work.”
Or alternately as follows:
“When working P1 on a RS row[, remember to] take the yarn back to the WS of work [after you complete the stitch].”
Oh a color change makes the note much more understandable as otherwise you would have color A “floats” on the right side between the color A stitches. Especially if worked as two-handed Fair Isle.
(Side note: I do not think “floats” is the common word used with Fair Isle knitting but my brain can not resolve the word choice. I am off to review vids on F-I knitting.)
