armholes

Armholes! Cast off 2 sts at each and of every other row 2 times and dec 1 st at each end of every other row 8 times. The way I understand this: cast off 2 st at right row and then at the wrong row twice. After cast off 1 st at every row for 8 rows. Thank you for your help! I am new to this website and not very experience knitter. Thank you so much!

Welcome!
Yes, cast off 2sts at the beginning of the next 4 rows.
For the dec at each end, you could work a ssk at the beg of the row and a k2tog at the end of the row on rows 5,7,9,11,13,15,17 and 19. You could also think about making these decreases one stitch in from each end for easier seaming.

Thank you so much! I wish all patterns were written as easy as you explained! Please help me understand the next step.
Shoulders: when armhols reaches 9" cast off at each end of every other row; 5 sts 3 times + 6 sts once/ 5 sts once + 6 sts 3 times/ 6 sts twice + 7 sts 4 times. At the same time, for neck, cast off the middle 33 sts, then either side, cast off at neck edge on every other row: 2 sts once and 1st once. I only have 95 sts left after 9" of knitting armholes. Thank you so much for your help! Happy knitting! Inna.

Can you give us a link to the pattern or a pattern name?
Also, it seems like the directions are for 3different sizes separated by slashes. Which size are you making?
Last of all, how many sts did you have before starting the armhole bind offs and decreases?

Thank you for your help again. The pattern came to me as a copy from a book from a yarn show, where I bought this yarn. You are absolutely correct, I am knitting in the XL, which is the last description. Cast off at each end of every other row 7 sts 4 times. At the same time, for neck cast off 33 sts, then either side, cast off at neck edge on every other row 2 sts once and 1 st once. This pattern from LANG&CO 252-36 Langyarn splash. I started with 119 sts for XL size, now have 95 sts after armholes dec.
For shoulder, I will cast off 7 sts on row 1,2,3,4,5,6,7,8. Correct? Also will cast off the middle 33 sts for the neck on row 1. Still confused and need help with the last sentence. Thank you very much. Happy Knitting!

OK, great. Cast off 7sts at the beginning of every row for the next 8 rows. This is done because you cannot cast off at the end of a row withou leaving the yarn stranded at the very end of the row. So instead of 7sts at each end of every other row, cast off at the beg on rows 1,2,3,4,5,6,7 and 8. (56sts cast off)
At the same time cast off the center 33sts as you knit across row 1. From now on you’ll need to work with 2strands of yarn, one for each side. Cast off at the neck edge, 2 sts on rows 2 and 3. Cast off 1stitch on rows 4and5.
