YO or no YO? Pattern reading question

I’m trying to make the Crystal Palace Arches & Columns Scarf, but I don’t understand the pattern.

Row 2 says:[FONT=Georgia][SIZE=2][COLOR=#000000][SIZE=2][COLOR=#000000][FONT=Georgia][SIZE=2][COLOR=#000000][FONT=Georgia][SIZE=2][COLOR=#000000][FONT=Georgia][FONT=Verdana][SIZE=2][COLOR=#000000] K2tog, yo, * k3, yo, k1, (sl 1, k2tog, psso), k1, yo, k3, yo, (sl 1, k2tog, psso), yo. Repeat from * to last 13 sts, then k3, yo, k1, (sl 1, k2tog, psso), k1, yo, k3, yo, (sl 1, k1, psso).

To get to the last 13 stiches, you work up through the second psso. So my question is, do you then do the yo? Or just go straight on to the k3?

Do the YO.

I agree with MMario.

Do all the YOs in the last part. The last 13 sts are used up by the knits and decs, but you need the YOs to keep the stitch count the same.
