Wrong side question

Okay I have another question with this darn pattern!! I am kniting this sweater http://www.coatsandclark.com/fun_and_free/knit_out_2003/lw1371.htm and here are the directions I am confused with (in bold and underlined)…

Shape Shoulders: Bind off 11 (12, 13, 15) sts, put center 19 (21, 23, 23) sts on a holder, bind off rem 11 (12, 13, 15) sts.

LEFT FRONT: ** With smaller needles and CB cast on 19 (21, 23, 25) sts. Work same as back until 81/2 (9, 10, 11)" from beg, end wrong side row. **

Shape Neck: Keeping continuity of Stripe pat, K15 (16, 17, 19) sts, turn and put rem 4 (5, 6, 6) sts on a holder. Work 1 row. Dec 1 st at neck edge on next 4 rows – 11 (12, 13, 15) sts. Work a few rows even until front measures same as back to shoulder, end wrong side row. Bind off.

Does that mean that I knit a wrong side row and then shape the neck (starting on a right side row) or finish a right side row and start shaping neck (on a wrong side row)? Just want to make sure I am doing it right. THanks!

The last row you knit before you start the next set of directions will be a wrong side row–so the purls are facing you. On the next row, you’ll be ready to knit with the right side facing.
