Wrap Stitch Question

I’m knitting a nosewarmer for a friend, and one of the instructions is to wrap stitch at the end, then turn and alternate what stitch I used last (if i knit the last row, i purl this one, and vice versa). I think I know how to wrap stitch, but the problem is, should I work the wrapped stitch, or just skip over it? And if I skip over it, well…how do I do that?

Look at the video for short row knitting, I think it’s in Advanced techniques. Skip the wrapped stitch when you turn to go back on the next row, but later on when you work across ALL the sts, you knit the wrapped stitch with the one it’s wrapped around.
