I am perplexed by this…Is there a difference between “end ON a RS row” and “end WITH a RS row”?

“End with a RS” row means end having completed a RS row. “End on a RS row” is the kind of direction that sends me scrambling to look at the following directions to figure out what is meant.

I consider them to be the same thing, but worded differently by different people. I don’t think I’ve ever seen both terms used in the same pattern, at least.
