Whisper slippers....i dont understand the pattern

this is the pattern:

Toe:
With one strand of Whisper and Color A, dec 1 st each end every other row 3 times:
K1, SSK, k across to the last 3 sts, k2 tog, k1

Inc one st each end every other row 3 times:
K1, k into front and back of next st, k across to last 2 sts, k into front and back of next st, k1

ok for each of these it says to do it every other row…what do you do in the rows between??? can someone please explain this to me in a more detailed (aka easier) way??? thanks.

When you are increasing or decreasing every other row, the in-between rows just get knit or purled as you were doing before–no increases or decreases.
