My question is----When you do a whip stitch, do you do it from the right side? Or inside (booties) and then turn to right side. I am seaming or closing the bootie up after knitting.

Most of us don’t use a whip stitch much for sewing up. I think you could do it from the outside. I usually use a mattress stitch for sewing up most things.
Whip stitch can make such a ridge which could be uncomfortable.
