Where to start my border

Hi all, I’m knitting a baby teddy outfit and have got as far as starting the right front border.
The instructions are;
With rs facing, using 4mm needles starting at cast off stu at centre front pick up and knit 50 stu evenly along right front edge.

Seems fine and I’m probably over thinking, but do I start at the very top cast off row (shoulder) or where I start to shape neckline?

That’s such a sweet teddy.
Don’t start at the shoulder, Start at the center front, probably the lowest part of the neck shaping.
This looks like it’s one side of the bands for buttons or button hole. The sts at the neck may be picked up for the hood.
