I’m trying to knit a potato chip scarf, the pattern states
Knit 8, turn knit 8 back… What does this mean?

Turn as if you’re at the end of the row, even though you have sts left.

So I do not have to do a wrap?

No, with short rows in garter stitch you generally don’t wrap, it looks messier if you do.
