What does this mean?

When a pattern says K selvage st (and I didn’t put a selvage st in, not noted in pattern and it has been translated to English from German)
is that just a K1, then it goes on into the pattern.

Also, does “K selvage st tog with foll st…” mean k2tog?

A selvage stitch is just a line of stitches at the edges that you would work in stockinette to have an even edge for seaming. If you were to follow the second instruction, then, yes, you would k2tog. But since you didn’t put a selvage stitch in, you wouldn’t have to do that.

Some patterns give it to you in the stitch count and others say to add it to the given stitch count.

If you choose to, I guess, you can add one. I don’t as a rule.

I usually Slip the 1st st and P the last st on my projects.
It makes a nice edge for seaming.
If the pattern doesn’'t give selvege sts, I usually add them.
