Does this mean that I cut the yarn at every colour change rather than carrying it up? That will be a lot of ends to deal with!

Yes, the pattern is suggesting breaking each color after you work it. It’s really your preference however. If you’d rather carry the colors up the side, then go ahead and do that.

The yarn would be carried 6 to 20 rows depending on which colour it is. For the 6 row carry do you think I should tack it just the once and carry it up 5 or tack it every 2 or 3 rows? I am concerned that the 20 row carry would be too long.
Also I have (hopefully) just enough yarn to finish the blanket so I am also trying to waste as little yarn as possible!

I would tack in every 2-3 rows to keep the carried yarn close to the body of the blanket rather than have loops of yarn at the edge.
