It means to increase and decrease rows, so inc 2 would mean to add 2 extra stitches on row. And the opposite for dec 2 cast them off.

Inc row is an increase row…your pattern should say where and how much to increase. You might cast on extra stitches, or work increases like a kfb, M1, or yarnover one or 2 stitches from the edge.
Dec row is a decrease row…you could be binding off stitches, or working decreases like ssk or ktog at a specified point.
Patterns often specify the type of increase or decrease stitch as well. Check on the very first page for that sort of info on most patterns, though some put it on the last page.
