What does decrease at each following fourth row mean?

The pattern says to begin to decrease at the end of one row and then at every “following fourth row” 7 times. Do you count four rows from the original decrease row, or does it mean every four rows with the original decrease row counted as one. In other words, which of the following would it be?

decrease rows 1, 5, 9, 12…

or decrease rows 1, 4, 7, 10…

???

5, 9, 13, 17, etc. This way you’re always decreasing on the same side, too.
