What does cast/bind off mean!

I’ve run into a problem and can’t seem to find a solution online. I’m afraid I need stupid person step by step instructions. I’m making a dinosaur from a Zoe Mellor’s Knitted Toys book. The instructions are as follows:

cast/bind off 7 stitches, knit to end.

I assume I’m decreasing. But am I suppose to cast on then bind that stitch right off, cast on 7 then bind those 7 off. Or is there no casting on and this is a secret instruction just confuse me?

Any one willing to step by step me would be an angel!

Cast off / bind off is the same term… you are ending a project?

Some countries call it Bind Off, some call it Cast Off… if this is a pattern you got from an on line site or from a world wide distributor, they sound like they were acknowledging a term difference in different parts of the world

Bind off and cast off are the same term.

The cast off stitches are forming the shaping of the toy.

So cast off 7 stitches and then knit to the end of the row.
