Wavy scarf

I downloaded this pattern and I,m stuck I am an experienced knitter and feel I am reading the pattern wrong. The pattern is cascade heritage wavy scarf designed by Betty Balcomb I am not sure about the set up row for the first wave border.
The set up row says:
With wrong side facing, cable cast on 11sts. without turning knit 10, sts, K2tog through the back loops [k2tohTBL]
I get that
Than it says
NOTE: the k2togTBL is worked with the last st of the border and the next st on the needle of original sts. This is done on every wrong side row. In working the k2togTBL, 1st is “bound off.” With each repeat of the wave border, 16sts are bound off. 13 times 16 plus the 1 from the set up row is 209! Turn and work the 32 rows of the border 13 times.

Please explain if you would what the first part saying NOTE means
I get the cast on and the knit 10 etc. what gets me is when she says to turn and work 32 rows.
Is the first row part of the 11 new stitches cast on?
I did that and ended up with yo, k1 instead of k2 I feel that I’m reading something wrong.

I found the pattern and read how the whole thing works. You are making one half of the scarf on one side of the provisional cast on and the second side of the scarf will be on the other side. So far, you have made your first side, then you are going the work the 11 stitch border onto it.

NOTE: the k2togTBL is worked with the last st of the border and the next st on the needle of original sts. This is done on every wrong side row. In working the k2togTBL, 1st is “bound off.” With each repeat of the wave border, 16sts are bound off. 13 times 16 plus the 1 from the set up row is 209! Turn and work the 32 rows of the border 13 times.

I think you understand quite a bit of this but for my own continuity of thought let me explain the whole bit. After you knit the first strip over the 209 stitches you don’t cast off. Then you cast on an extra 11 stitches that will make the border. After you cast them on you knit right back across them, and then you knit the last of the 11 stitches together with the stitch right at the end of your 209, through the back loop. That is your set up row. Then turn and work row 1. Then turn again and work row 2 which is a back side row where you join the border to the scarf by the K2tog tbl again. Every time you do a K2tog tbl you will, by that, finish off, or “bind off” one of the original 209 stitches of the scarf. One whole repeat of the wavy border is 32 rows and since you K2tog tbl every other row you “bind off” 16 stitches with each repeat. You will do the whole 32 stitch border repeat 13 times, each repeat of the whole 32 rows will “bind off” 16 stitches: 13X16 plus the 1 K2tog for the set up row= 209 stitches all cast off. That side is ended.

This:

Turn and work the 32 rows of the border 13 times.
statement put where it is, is rather confusing. If she had put this part:
13 times 16 plus the 1 from the set up row is 209!
in parenthesis to set it apart as an explanation it might have helped. She just means to turn like you do at the end of each row (in this case at the end of the whole repeat) and begin the next repeat of the 32 rows until you have repeated it all the way across, which will be 13 times.

The very first work you do over the 11 stitches cast on, will be the set up row that it mentions: K10, K2tog tbl (the last of the 11 and the first of the 209). Row 1 comes after that and is working from the join toward the outside of the border.

Row 1. k3, [yo, ssk]3x, yo, k2
After you work the set up row you will turn to work the other direction. This row, and all the odd numbered rows, is worked over 11 stitches and the K2tog that you did at the end of the even rows (and the set up row) will be the first of the 11 stitches worked.
