I’m knitting a baby lovey. After I have 50 stitches on my needles it says cable cast on 10 then cast off 10 which would be the 10 cable cast on I just added. HELP.

What pattern are you using? It could help to see a pic of the pattern.
My first guess is that this is going to make a cord which can be sewn down later to make a loop for the lovey to hang from or attach to a clip on baby or on a cot bar so the lovey doesn’t get lost.
Does it say anywhere later about sewing the end of this to the beginning of it? Or any clue on the photo?
