on this sweater pattern it says to k11 k2tog turn leave rem sts on a spare needle.

dec 1 st at neck edge…

is this saying to k 11 the k 2 together . turn the work around leave on that needle. with a anther set of needles to start to purl. so at this point i would be purling from right to left? if so . do i dec 1 after the row of purl? thanks for all the help.

You just leave the rest of the sts unworked on the same needle. K across 11, k2tog, turn and purl back over the 12 sts. Then on the next RS row k 10, k2tog. Where you turn and left the other sts is going to be the neck and that edge is where the decs will go.
