sooo the pattern says
divide for instep

how do i do this? and when i divide for instep do i put half on one needle and the rest on the other needle?

The steps that follow are telling you how to divide for the instep:
next row,–k.21sts.,turn
next row,…k.10sts.,turn
When you turn, you will be leaving sts on the left hand needle and then in the following row, you’ll leave sts on the right hand needle. Don’t worry about the unworked sts. You’ll work the 10sts for the instep first and get back to those resting sts later on.
