Trouble understanding pattern

Need clarification from Keeping 4sts up to finishing with 30 stitches as I end up with 31stitches

You’re making the 4th or 4th size? The decreases are worked as follows, one at the beginning and one at the end of the row:
“K6, sl 1, K1, psso, K to last 4 sts, K2tog, K2.”

If you call the next row, row 1 then you would dec on rows 1,3,5,7,9 and so on until you get to 30sts.

So to clarify then
I dec at each end even of the the row K6 sl 1…?
Also to me the most confusing is the paragraph
Starting with Keeping 4sts …up to buttonholes)

So after the purl row with K4 at the end dec both sides
My next row is K2 ywfd K2tog and rest knit dec both sides?
Then every alt row purl k4 at end dec both sides k4 up to shape neck
But what do i do with the RS in between - just knit every row?

The row K6, sl1, k1, psso, k to the last 4, k2tog, k2 shows you where to place the decreases. There are already 2 decreases there, one at the beginning of the row and one at the end.

The next row is purl to the last 4sts, k4.

The next row (call it row 1) is a buttonhole row and it also has decreases. K2, yfwd, K2tog, k2, sl1, k1, psso, k to the last 4, k2tog, k2.
Purl the even number rows to the last 4sts, k4.
Continue the decreases on rows 3,5,7,9 and so on.

You’ll have 4sts in garter at the beginning of the RS knit row. This forms the buttonhole band. The RS rows are knit across with the decreases at each end. The k4 at the end of the purl rows gives you the garter stitch band. It may help to place a marker on the needle to mark off these 4 sts at least for the first few rows until you can see the band form.
