Trim soaker

I have seen this term on knitting blogs and of course pictures too, but would someone tell me what the purpose of a trim soaker is?
Is it to wear over a regular paper diaper?

HELP!

yes, they are generally made of wool to absorb any leaks, but can be knit or crocheted from any yarn

I thought thy were for wearing over cloth diapers.
