To turn or not to turn

Shaping an instep, on one instruction I am not sure to turn this time or not.
R 13 S1, K7 sl 1, k2tog, psso, turn.
Then there are several other rows with turning.
My question is on Row 21.
Row 21 says: Rep Row 13 once, knit to end of needle, 27 sts rem.

When I do the Row 13 that one last time, do I still turn or just finish the row by knitting to the end? Or, do I still turn and then just straight knit what is on the needle at that point?

I would think if it says to repeat row 13 and it says to turn you would turn unless the instruction said, “repeat row 13 but don’t turn.”.

Part of row 13s instructions are to turn, so I think you’d do that, then knit to the end of the next row. You’ll know by the st count, you should have 27 sts remaining.

Thank you. I thought I should probably turn that last time but was not completely sure. Will give it a whirl.
