I’m knitting a cowl. When I bind off it says…join short edge, that means the Bind on edge / Bind off Edge together???

Is this the pattern?

It looks like the cowl is knit along the length with the cast on and bind off edges as the short edges. Pin those edges together and see if it makes sense and if so go ahead and seam them together. Whether you want the seam to show on the RS or not it up to you.
