Tiny Scottie Dog pattern question

Hi,

This is the pattern:

Knitted throughout in SS.
Using black DK yarn cast on 25 sts.
Next row: K10, K2tog, K1, ssK, K10. (23 sts)
Next row: P9, P2tog, P1, P2togtbl, P9. (21 sts)
Next row: K8, K2tog, K1, ssK, K8. (19 sts)
Purl 1 row.
[B]Cast off 3 sts at the beginning of the next two rows. (13 sts)[/B]
Starting wtih a K row, work 4 rows in SS.
[B]Cast on 3 sts at the beginning of the next two rows. (19 sts)[/B]
Next row: K9, turn work, cast on 10 sts, turn work, K2tog, K8. (28 sts)
Next row: P12, P2tog, P2togtbl, P12. (26 sts)
Next row: Cast off 5 sts, K5, K2tog, ssK, K11. (19 sts)
Next row: Cast off 5 sts, P4, P2tog, P2togtbl, P5. (12 sts)
Starting wtih a K row, work 6 rows in SS.
Next row: Cast off

I’m confused about the instructions in bold, because they tell you to cast off/cast on stitches in 4 rows but don’t say how to knit the rows in question.
I looked up how to cast on/cast off in the middle of your work, and it seems pretty clear. I just want to know how to proceed with the stitches on the same rows following the cast on/cast off.

Maintain stockinette stitch (knit one row, purl one row) throughout this section. The first cast off is on a knit row so cast off and continue to knit across the row. The next row will be a purl row and is worked in a similar way: cast off and continue to purl across the rest of the row.
