Tie Pattern

[B]I found a tie pattern which reads as follows. I have two questions.

-I don’t understand what do when it simply says dec or inc. I know they are abbreviations for decrease and increase but I don’t know what stitch to do.

-Do you think casting on will make the tie wide enough?

PATTERN STITCH

Row 2 P the k sts, k the p sts.

TIE

Dec Row Keeping to Seed St pattern, dec 1 st each edge – 12 sts. Work 7 rows even.
Dec Row Dec 1 st each edge – 10 sts. Work 35 rows even.
Dec Row Dec 1 st each edge – 8 sts. Work 7 rows even.
Dec Row Dec 1 st each edge – 6 sts. Work even until piece measures 39" [91.5 cm] from beg.
Inc Row Keeping to Seed St pattern, inc 1 st each edge – 8 sts. Work 7 rows even.
Inc Row Inc 1 st each edge – 10 sts. Work even until piece measures 54" [137 cm] from beg. Bind off.

FINISHING
Weave in ends.

You can either do a k2tog or p2tog, depending on which fits in with the seed stitch pattern better at that point. That’s why they didn’t say, you might be on a row that begins with either a knit or a purl when you reach 21"

If you’re worried it’ll be too narrow, knit the 14 stitches for 3-4 inches and see how wide it is. If you want it wider, start over with a few more stitches.
