This makes no sense to me, can someone help?

Making a child’s hat that starts at the top and this is what it says to bind off:

BO using a needle one size larger with applied I-cord as follows:

Step1: Using backward loop CO, CO 3 sts onto RH needle.

Step2: Transfer the 3 sts from right needle to left needle.

Step3: K2, ssk.

Rep steps 2 and 3 until all hat sts have been BO. BO remaining 3 stss and tidy up join.

I don’t understand, do I bind off and then start step 1? Or am I doing this simultaneoulsy? I just can’t get this through my head.

they are the steps you need to do to get the bound of edge instead of a traditional bind off. By following those steps continuously you decrease down (binding off) whilst creating an attached i-cord (created byt the CO of the 3 stitches)

this is a case of trust the pattern. Just do waht it says as it says it.

Steps 1 to 3 are the bind off, so in a sense you’re doing it simultaneously. It will be normal that when you go back to step 2 your working yarn will not be at the beginning. Remember that you’ll be repeating steps 2 and 3, NOT step 1. I’m sure you saw that, but thought I would mention it since I made that mistake once in another pattern.
