In my pattern it says to do 7 rows of garter stitch, followed by 30 rows in Stockinette. My questions is this: after knitting the 7 rows will my next row be a knit row, or a purl? The pattern doesn’t specify. I can make a case for either!

It depends. Is the 7 rows of garter stitch the only thing completed so far? Or is there something before it that has a “right” and “wrong” side?
If the 7 garter stitch rows begin on the right side of your work, then row 7 would be a right side row, therefore your first row of stockinette would be a purl row. But like Lisa said, it could be the opposite depending on what point of your pattern you are at. Any more info?
Good point! The 7 rows of garter stitch is the very start of the pattern.
Pattern reads:
Cast on 31 sts. Work 7 rows in Garter st. Work 30 rows in St st, keeping 6 sts at Left Front Opening in Garter st for placket. etc …

I don’t think it will matter much, as long as you pick one way and stick to it for the entire garment (sweater?).
