Sunday short rows

Another question. I’m hoping someone can explain this better to me than my book does. I have 51 stitches on my needle and I’m working something called “Sunday Short Rows”. The pattern (Gudrun Johnston Ambrosia) says as follows:
Short Row 1: P45, turn work, place one strip of contrast yarn across working yarn as for a Sunday Short Row.
Short Row 2: As row 1 but P31
Short Row 3: As row 1 but P26
Short Row 4: As row 1 but P21
Next Row: Purl to end and resolve short rows as for a WS row.
Next Row: Knit and resolve short rows as for a RS row.
I understand that with a short row you knit half the row then turn it and knit back the stitches you’ve done without finishing the rest of the row. What I don’t understand is what the Sunday Short Row business is with the contrast yarn, and what resolving the rows mean.
Any help really appreciated!

I believe it is just this woman’s technique.

Instead of creating a wrap, around the next stitch, to be picked up later,
you are creating a smaller/tighter wrap, around the scrap yarn, to be picked up later.
