Stuck on what this means: dec 4 sts as set on next row?

Hello, making for the fun of it Debbie Bliss baby bathrobe. Stuck on understanding the following: when do I dec 4 stitches? Beginning of row/end of row?
Pattern says, cont in seed st, dec 4sts as set stitch on next row and 1 foll 14 rows, then work the dec row once more. (Pg 84 from her essential baby book)
Thought I had it but not sure. Also what is set stich? Help! Thank you

We’ve had questions about this pattern before. It seems the directions should read:
“cont in seed st, dec 4 sts as set on next row and 1 foll 14th rows, then work the dec row once more”

“As set” refers to the placement of the decreases. There were decreases in previous rows (maybe the k3tog) and the current decreases will be in a similar spot, maybe 40sts or so from the ends of the row. See the earlier decrease rows.
