I’m stuck on the heel turn of the tutorial for magic loop. It appears that either the patterns missing something or the number of stitches is wrong. I have tried using 14 stitches instead, but it I still run out of stitches when I get to the second repeat of the two rows. I’ve tried contacted the person who wrote the pattern, but haven’t had any luck.
Can you quote the directions for the heel turn that are causing the problem or give us a link to the pattern? There are lots of experienced sock knitters here and many who use magic loop.

Here it is:
Heel Turn: (SSK - slip two sts. knitwise onto right-hand needle, then insert tip of left needle in the front of the two sts and K2 tog)
Row 1: SL 1, K15 ssk, K1 turn or you can do SL 1, K15, K2tog, K1*
Row 2: SL 1, P5, P2 tog, P1 turn
Continue working rows 1 and 2 until all your sts have been worked. You will have 16 st. left on your needle.
*Note: If you do not like doing the SSK, you can K2tog instead, really does not make a difference.

You can’t knit the specified number of sts in the 2 set up rows. You need to knit to one st before the gap and then dec. Did that not work?
I tried that, but I’ll try it again and let you know what happens.
I still do the two row once using the 15 st for the 1st row and then start doing the decrease like you suggested, correct?
Yes, do rows 1 and 2 but then on row 3, sl1, knit 6, ssk, k1. The ssk will use one st from each side of the gap.
Row 4: sl 1, p7, p2tog, p1. The p2tog will use one st from each side of the gap.
Continue this way until you have 16sts on the needle
ok, so then on the next row I would knit 8 & on the next purl 9 and so on.
