Stuck on slip stitches

I’m stuck on making sleeves for a baby’s sweater. The instructions say…

Sleeve: Slip sts from first (front) section up to marker (should be 22 sts) on to right hand needle. Cast on 2 sts, knit across sleeve section (27 sts), turn and cast on 2 sts, purl back.

How do I slip the 22 stitches purlwise while stranding the yarn through so that I can continue with the cast on stitches?

You can’t strand the yarn through. You can cut it and cast on the two stitches. Is your yarn attached to the first stitch you’ll be slipping?

Yes, the yarn is attached to the first stitch to slip. So basically, I should just cut the yarn, slip the 22 stitches, then join the yarn to cast on the two stitches?

Following the directions exactly says so, but I don’t understand why they don’t have you knit across to where you have to cast on the two stitches.

I’ll just follow your advice. Thanks for your help!!
