Stitching a Seam in Garter Stitch

I have no problems understanding how to stitch a seam in stockinette, but for the life of me, I can’t comprehend where I am to place the needle when stitching a seam in garter stitch. Do I seam from the public side or from the private side and which stitch ladders do I pick up in order to make the seam presentable?
Please help. . .

To seam garter, work on the public side and pick up one bottom purl loop from one side and a top purl loop from the other side.
