I’m still confuse about this part:

K 21 sts. Turn.
Leave rem sts on a spare needle.
Dec 1 st at neck edge on next
2 rows, then every following alt
row to 15 sts.
Cont even until Front measures
same length as Back to beg of
shoulder, ending with a purl row.
Cast off.
With RS facing, miss next 22 sts. Join yarn to rem
sts and knit to end of row. Work as
given for left side.
after the turn am I suppose to work on the 21 stitches that on the spare needle or work on the 43 stitches?
why is it 22 sts when I have 21 stitches on the spare needle? should I increase 1 stitch? when and where should I increase the stitch?
Knit 21 sts and turn. Ignore the remaining 43sts. You can leave them on the needle or put them on a holder or waste yarn. You’ll get to them later. Now you’re going to shape the first shoulder on the 21sts that you just knit.
On the next 2 rows, call them rows 1 and 2, decrease 1 stitch on each row at the neck edge. Then decrease at the neck edge on rows 4,6,8 and 10. That’ll leave you with 15sts.
Continue with this shoulder until the given measurement. Cast off.
Put the next 22 sts (some of the ones that have been hanging out on scrap yarn) on a holder for the center of the neck.
For the second shoulder start with a new end of yarn leaving about a 6" tail to weave in later. There’ll be 21sts. Work the same decreases on the same rows as for the first shoulder, always decreasing at the neck edge.
