Neck Shaping
Dec row 1 (RS) K1, [k1, p1] twice, ssk, k 19 sts, k2tog, k1, place next st on holder, attach a second ball of yarn, k1, ssk, k 19 sts, k2tog, [p1, k1] twice, k1 - 27 sts each side.
Dec row 2 (WS) Working both sides at once, dec 1 st at each neck edge. Rep last 2 rows 3 times more - 17 sts.
After I repeat the 3 times more, I have 27 sts, not 17. (Decrease 4 each row, for 8 rows, 59-32 = 27) It doesn’t seem from the rest of the pattern that I’m supposed to put any more sts on the holder, I just pick them up later to attach the strap. Am I misunderstanding the instructions?

Sorry, just looking at this again. You have two separate pieces, yes? On each peice, you are decreasing two on the rs and 1 on ws, for a total of 6 decreased stitches for every two rows?
It doesn’t say so, but following the pattern established before the neck shaping started, you decrease 1 st at each arm edge, and for the shaping also dec 1 st at each neck edge. So 4 sts total each ws row, making 8 sts every two rows.
If it were 6 sts every two rows, I would be even farther from 17!
It does not. However, in previous rows, a pattern was established with a bit of rib on the edges (as you can see in the rs row) with a one dec st on each edge, and because of the shape of the pictured shirt and the fact that it would look really odd to suddenly stop ribbing on the ws row, I’m assuming that it continues.
Also, without those extra two decreases, I would be left with 35 sts instead of 27, when I need 17.
