The name of the pattern is crochet basic crop tank top free pattern by beautiful crochet stuff
A foundation row is worked in your starting chain.
Foundation row:
DC in each chain. (25 sts).

Above is a standard foundation row in a chain.
This video for the crop top uses a technique to extend a chain as you work your DC row (US term)
This is called a chainless foundation.
