What is the difference between SSK and knit 2 tog tbl.

The difference is in the orientation of the sts. When you use ssk, the first stitch is slipped knitwise changing the way it sits on the needle. You can also slip the second stitch knitwise although slipping purlwise gives a bit flatter decrease.
