Sock knitting help

I have knitted a pair of socks in the round before but decided to try knitting a pair with two needles using Crofter DK fair isle effect yarn (book 349, design F Socks, Leg Warmers & Wrist Warmers). All was well until I got to [B]Divide for Heel[/B] and I cannot figure out what they want me to do. Any help would be greatly appreciated!

Before this the instructions said to end with a rs row and break off yarn.

[B]Next Row[/B]. Slip first 12 sts onto a stitch holder, slip next 23 sts onto a stitch holder for instep, 12 sts. [COLOR=“Red”](I put the number of stitches called for on stitch holders and purled the last 12 stitches.)[/COLOR]
Break off yarn.
[COLOR=“Red”](Now this is the part I am completely confused on)[/COLOR]
With ws facing, rejoin yarn to instep edge of 12 sts at end of row and purl to end, turn stitch holder around and purl across 12 sts on stitch holder at beg of row. 24 sts.

I believe that rather than purl those 12 before breaking the yarn, you should have just let them stay on the needle and purl them when you attached the new yarn.

This way you’d work across the twelve on the needle and then across the twelve on the holder to have 24 all lined up for the heel flap.
